Castle Rock is changing how it offers public comment at town council meetings.

At the beginning of each meeting, people wishing to speak on issues not on that night's agenda can address council during what's called “unscheduled public appearances.”

Effective immediately, the town will begin limiting that portion of public comment to 30 minutes at the beginning of the meeting. Those who signed up but couldn't speak during that time will be allowed to speak at the end of the meeting.

Council will also begin giving town residents first priority during unscheduled public comment by allowing them to speak first. Second priority will be given to non-residents who represent a business in town. Last, individuals who are not residents and not representing a Castle Rock business can speak.

Councilmembers passed the resolution unanimously at their Oct. 1 meeting. Town Clerk Lisa Anderson said staff drafted the resolution in response to council direction. Councilmembers did not comment on the resolution prior to voting. Resolutions are passed in one reading.
